Key Principles of Balanced Fire Protection
There are 3 basic principles of fire protection in modern buildings. Early Detection and Active Suppression are the two most widely known to the general public and considered active or reactive modes of protection. This means that the fire triggers the response, causing smoke or fire alarms to alert building occupants, or sprinkler systems to begin to flood the affected area with water to suppress or extinguish the fire. Containment is considered to be a passive form of protection, where in construction practices are undertaken to contain or limit the spread of fire to its point of origin.
- Detectors are used to activate fire alarms and notify building occupants and emergency responders
- Sprinklers are designed to control small and medium fires and to prevent fire spread beyond the typical water supply design area of about 1,500 ft2
- Compartmentation mitigates the spread of more severe but less frequent fires by limiting building areas, subdividing building with fire resistance rated construction, based on hourly ratings
Basics of Building Codes
A large portion of the International Building Code deals with fire prevention. It differs from the related International Fire Code in that the IBC addresses fire prevention regarding construction and design and the fire code addresses fire prevention regarding the operation of a completed and occupied building.
For example, the building code sets criteria for the number, size and location of exits in the design of a building while the fire code requires the exits of a completed and occupied building to be unblocked. The building code also deals with access for the disabled and structural stability (including earthquakes). The International Building Code applies to all structures in areas where it is adopted, except for one and two family dwellings (see International Residential Code).
Parts of the code reference other codes including the International Plumbing Code, the International Mechanical Code, the National Electric Code, and various National Fire Protection Association standards.
Therefore, if a municipality adopts the International Building Code, it also adopts those parts of other codes referenced by the IBC. Often, the plumbing, mechanical, and electric codes are adopted along with the building code.
At this time, jurisdictions within all 50 states and the District of Columbia have adopted the IBC.
It is important to remember that even though adoption of the IBC is common throughout the United States, it is always a good idea to confirm with the AHJ what code governs a particular project.
